About the Board

The Board of Education of the Rome City School District constitutes a corporate body. Because all powers of the Board of Education lie in its action as a group, individual Board members exercise their authority over District affairs only as they vote to take action at a legal meeting of the Board. Board members acting as individuals have no authority over school affairs or school personnel. An individual Board member, including the President, shall have power only when the Board, by vote, has delegated authority to him/her.

BOARD MEMBER METHOD OF ELECTION

I. The district shall hold an annual meeting and election at which the district's authorized voters will elect members of the Board of Education and vote on the district budget for the coming school year. The annual district meeting and election will be held on the third Tuesday in May, unless this date conflicts with religious observances on that day, in which case the annual meeting and election will be held on the second Tuesday in May. 

II. The District Clerk shall publish a notice of the time and place of the annual meeting and election at least four times within the seven weeks prior to the meeting, in two newspapers having general circulation within the district. The first publication of the notice shall be at least 45 days prior to the meeting. The notice shall also contain notice of any other matter required by law. 

III. Copies of the budget to be voted upon at the annual meeting will be available in each district school building for district residents pursuant to law and policy #4011, Section V.

IV. The Board shall appoint assistant clerks and election inspectors necessary for the annual meeting and election at a Board meeting held before the annual meeting and election.

V. In accordance with State law governing school election in cities the size of Rome, voters must be duly registered and be a resident of the State and of the District for thirty (30) days preceding the election.

VI. Candidates for Board membership must be nominated by a petition signed by at least one hundred (100) persons qualified to vote in elections of the School District. Petitions shall be filed in the office of the Clerk of the Board, between 9:00a.m. and 5:00p.m., on or before the twentieth (20th) day preceding the election

BOARD POWERS AND DUTIES

The Board takes a broad view of its required functions. Included within the Board of Education's powers and duties are the following functions:

A. Legislative or Policy-making:

The Board is responsible for the development of policy and for the employment of a Superintendent who shall carry out its policy through the development and implementation of regulations.

B. Judicial:

The Board is responsible for designating one or more of its members to conduct any hearing in connection with any responsibility of the Board and to make a report on this hearing for Board determination.

C. Appraisal:

The Board is responsible for evaluating the effectiveness of its policies and their implementation.

D. Educational Planning:
The Board is responsible for requiring and acquiring reliable information from responsible sources which will enable it and the staff to work toward the continuing improvement of the educational program.

E. Provision of Financial Resources:

The Board has major responsibilities for the adoption of a budget which will provide the wherewithal, in terms of buildings, staff, materials and equipment, which will enable the school system to carry out its policies.

F. Interpretation:
The Board is responsible for providing adequate and direct means for keeping the local citizenry informed about the schools and for keeping itself and the school staff informed about the wishes of the public. All planning, both that which is and is not related to the budget, needs to be interpreted to the public, if citizens are to support the school program.
